Can I use Final IK to create IK-driven animation from scratch and save it as an animation clip?

Final IK is not designed for animation authoring, but for runtime animation modification, meaning it will run on top of whatever animation you have to provide you with more flexibility and accuracy when interacting with objects and other characters in the game. Think of it as a procedural layer on top of your normal animation that allows you to move hands, feet or other body parts to another position and/or rotation.

IK baking is not currently supported, but a baking tool is being developed and will be added to FIK in the future.
