I am trying to find out how to prevent a hit to the foot from knocking the player down so easily.  I thought it would maybe be puppet behavour, group overrides?  I cant seem to find the correct setting to prevent this from happening.  Any help appreciated.

Yeah, it's the group overrides. Find the override for Leg and Foot groups (or add one if you don't have it) and increase "Collision Resistance", "Regain Pin Speed" and/or "Knock Out Distance" there.
