I looked through this forum and found an earlier answer with the demo scene that has a seated dummy as an example. However if you take the target and move it up, the body pulls away, I want the character's butt to be on the chair no matter what if seated. I also tried maxing the "maintain pelvis position" but that didn't work.

If you move the head target out of reach, the butt will follow, VRIK always gives priority to the head target, because losing contact with the head is the worst thing that can happen in VR. The only thing I could suggest would be to make a script that runs in LateUpdate keeps the head target within range of the pelvis target. That range should be the combined length of spine and neck bones used by VRIK.
